Part 1 – Why SAPM-III?

Executive Summary

SAPM-III is an evidence-based methodology for analysing strategic systems across multiple interacting domains. Where SAPM-II is designed to build high-resolution profiles within a defined strategic domain, SAPM-III starts from the broader strategic interaction itself. It asks how military, diplomatic, economic, political, informational, technological and other developments combine, reinforce or constrain one another as actors pursue strategic objectives.

Its distinctive purpose is to reconstruct the strategic system: the actors, objectives, programmes, interactions, dependencies and effects that together shape strategic behaviour. This multi-domain perspective allows SAPM-III to identify Strategic Mechanisms that may not be visible when developments are examined separately—for example, when military pressure creates economic consequences that alter diplomatic bargaining, or when political action changes the effectiveness of an information campaign.

SAPM-III does not replace domain-specific analysis. When a system-level interpretation requires deeper substantiation in a particular domain, SAPM-III can request an independent SAPM-II analysis under controlled interoperability rules. SAPM-II then applies its own methodology to the defined domain question and returns compatible analytical results for review. SAPM-III decides whether and how those results affect the broader Strategic-System Map. This combines broad system perception with the option of high-resolution domain substantiation while preserving the methodological independence of both approaches.

Like SAPM-II, SAPM-III separates analysis from advocacy. Its external reports present structured analytical findings without prescribing policy or political preferences. They are intended to provide policymakers, journalists, researchers and informed readers with a transparent analytical basis for their own interpretation.

About SAPM-III

The Strategic Actor Profiling Methodology III (SAPM-III) is an analytical framework for reconstructing strategic interaction as a multi-domain system. It begins with a defined strategic question and a deliberately constructed Observation Space, then organises validated observations into a persistent Strategic-System Map. The map represents relevant actors, strategic orientations and objectives, programmes, episodes, mechanisms, effects, dependencies and cross-domain relationships while preserving traceability to the underlying evidence.

SAPM-III is especially concerned with how strategic effects travel through a system. A military action may create an economic effect; that economic effect may influence domestic or regional political behaviour; the resulting political pressure may alter diplomatic choices. SAPM-III seeks to identify such connected processes without assuming that every effect was intended or centrally designed.

1. Why a multi-domain methodology?

Strategic affairs rarely remain inside one analytical domain. Military operations affect economies and diplomacy. Sanctions alter commercial behaviour and domestic politics. Information campaigns interact with political institutions and social perceptions. Technology changes military options, economic dependencies and intelligence capabilities. Yet strategic analysis is often organised into specialist domains, each with its own evidence and vocabulary.

Domain specialisation is valuable because it permits depth. It can also make system-level relationships harder to see. SAPM-III was developed from a complementary question: can the strategic interaction itself be analysed as a connected system, while retaining evidence discipline and the ability to obtain deeper specialist substantiation when needed?

SAPM-III therefore does not begin by choosing one domain as the analytical container. It begins with the strategic problem and constructs an Observation Space broad enough to discover which domains, actors and relationships actually matter.

2. SAPM-II and SAPM-III: Complementary Perspectives

SAPM-II and SAPM-III share a common commitment to observation-based, traceable analysis, but they are designed for different analytical tasks.

The distinction is therefore not “detailed” versus “strategic.” Both methodologies are strategic. The difference is analytical resolution and scope. SAPM-II concentrates analytical resolution inside a selected domain; SAPM-III concentrates on the structure and behaviour of the multi-domain strategic system.

Part 2 – The Strategic-System Perspective

3. Looking at Strategy through a System

SAPM-III begins from the proposition that strategically relevant developments acquire meaning through relationships. An isolated naval deployment, sanctions measure, diplomatic initiative or media campaign may be important, but its strategic significance often depends on what it changes elsewhere in the system.

The methodology therefore looks for connected patterns: who acts, toward what objective, through which instruments, against which target or dependency, with what direct effects, and whether those effects alter behaviour or conditions in another domain. This permits the analysis to move from a collection of events toward an explanation of strategic interaction.

4. The Strategic Orientation Bootstrap

A new SAPM-III case begins with a Strategic Orientation Bootstrap. Its purpose is not to decide the answer in advance, but to establish enough orientation to construct a sensible initial Observation Space. It identifies the principal actors, strategic questions, historically necessary context and plausible domains of interaction that deserve observation.

The bootstrap is deliberately provisional. Current strategic programmes, mechanisms and effects must still be established through the evidence collected and processed within the Observation Space.

5. The Observation Space

The Observation Space defines the evidence environment for the analysis: the principal actors, time period, geography, domains, source functions and relevant system relationships. Because SAPM-III is multi-domain, the Observation Space is designed for controlled discovery rather than for forcing all evidence into a preselected domain model.

This does not mean that the analysis is unbounded. The Observation Space establishes explicit boundaries and permits controlled extensions when strategically necessary. The purpose is to reduce selection bias while keeping the analysis reproducible and reviewable.

6. The Strategic-System Map

The central persistent analytical representation in SAPM-III is the Strategic-System Map. It records the approved analytical state of a case: the relevant actors, orientations, objectives, programmes, episodes, mechanisms, effects, relationships, dependencies and supporting evidence as they are understood at a defined assessment date.

The map is not simply a diagram. It is a structured analytical state that can be reviewed, corrected and updated over time while preserving provenance, version history and the relationship between earlier and later assessments. This allows a strategic system to be followed as it evolves rather than reconstructed from scratch at every review.

7. Strategic Mechanisms and Cross-Domain Effects

A central objective of SAPM-III is to perceive Strategic Mechanisms: connected processes through which actors attempt to create strategic change, or through which strategic effects emerge from the interaction of programmes, actions and responses.

The multi-domain architecture is particularly important here. A mechanism may begin in one domain and produce its strategically important consequence in another. Military coercion may alter commercial risk; commercial disruption may create political pressure; political pressure may influence diplomatic bargaining. Conversely, a diplomatic initiative may constrain military options or change the political environment in which an information campaign operates.

SAPM-III distinguishes deliberate mechanisms from emergent effects. A cross-domain chain can be part of an intended strategic design, but it can also arise as an unintended consequence of a programme or episode. The methodology therefore seeks evidence for both the connection and, separately, the degree to which strategic intent can be established.

Part 3 – From Observations to Strategic Understanding

8. The Analytical Architecture

SAPM-III transforms observations into progressively richer system-level understanding while preserving traceability to the evidence. The architecture is not a simple linear funnel: later interpretation can expose dependencies or evidence gaps that require targeted review. In simplified form, the operational sequence is:

The purpose is not to automate strategic judgement. Artificial intelligence can support semantic processing across large and diverse evidence sets, while SAPM-III defines the analytical objects, provenance requirements, review controls and persistence rules through which interpretations become accepted analytical state.

9. Managing Multi-Domain Complexity

Multi-domain analysis introduces a particular challenge: the same development may have different meanings in different parts of the system. One event can support several relationships; one programme can produce effects across several domains; several actors can react to the same pressure for different reasons. SAPM-III therefore preserves relationships and dependencies rather than reducing every observation to a single category.

The methodology is designed to accommodate, among other situations:

·        one observation contributing to several system relationships;

·        multiple actors participating in or responding to the same strategic episode;

·        cross-domain effects that develop in stages;

·        feedback and counter-action that alter an earlier mechanism;

·        distinction between intended, implemented and demonstrated effects;

·        uncertain or competing interpretations requiring analyst review;

·        progressive updating of the system while preserving earlier approved states;

·        full traceability from system-level interpretation back to supporting evidence.

10. Targeted Depth Investigation

Not every part of a strategic system requires the same analytical resolution. SAPM-III therefore uses targeted depth investigation when a particular relationship, mechanism or interpretation requires additional substantiation. This allows the broader analysis to remain proportionate rather than automatically expanding every domain to maximum depth.

Some uncertainties can remain explicitly qualified. Others may justify deeper investigation. The analyst retains control over whether the additional analytical cost is warranted.

Part 4 – Cooperation with SAPM-II

11. Why SAPM-III May Call on SAPM-II

A broad system-level interpretation can reveal that one domain has become decisive to the assessment. For example, SAPM-III may identify a possible relationship between military operations and a broader regional objective, but the available system-level evidence may not be sufficient to substantiate the military-strategy component at the required resolution.

In such a situation SAPM-III can identify an External Domain Analysis Requirement. If the analyst authorises it, that requirement can be translated into a controlled request for SAPM-II domain analysis. SAPM-II then performs an independent analysis using its own domain-specific methodology.

12. Controlled Analytical Cooperation

The cooperation is designed to preserve methodological independence. SAPM-II does not become an internal processing stage of SAPM-III, and SAPM-III does not automatically inherit SAPM-II conclusions. Instead, the two methodologies exchange analytical information through a controlled request-and-return process.

The calling SAPM-III Observation Space is preserved so that both analyses remain connected to the same case boundary. SAPM-II may identify controlled evidence extensions when its domain methodology requires them, but those extensions are recorded separately. This prevents the exchange from becoming analytically circular or from obscuring where new evidence entered the process.

13. Substantiation without Loss of Ownership

The value of this arrangement is that SAPM-III can remain a system-level methodology without pretending to provide maximum specialist resolution in every domain. SAPM-II can test or substantiate a domain-specific component at greater depth, while SAPM-III retains responsibility for the broader system interpretation.

Returned SAPM-II analytical objects are not automatically converted into SAPM-III objects. They are mapped, reviewed and, where justified, used as evidence or analytical support for SAPM-III relationships. The complete provenance and dependency chain is preserved. The analyst can also decide that the remaining uncertainty is acceptable and decline external processing altogether.

This architecture combines two useful forms of analytical discipline: breadth without superficiality, and depth without forcing the entire strategic system into one specialist domain.

Part 5 – Applying and Interpreting SAPM-III

14. Preserving and Updating Strategic-System Knowledge

SAPM-III is designed for continuing assessment. Once an initial Strategic-System Map has been reviewed and approved, later evidence can be assessed against that existing state. Proposed changes are reviewed before a successor state is committed, and earlier approved states remain recoverable. This makes it possible to distinguish genuine strategic change from changes in evidence, interpretation or analytical confidence.

Persistence is therefore part of the analytical method, not merely file storage. The methodology preserves object identity, provenance, temporal validity, dependencies, analyst decisions and version history so that later assessments can explain both what changed in the strategic system and why the analytical representation changed.

15. Reading a Strategic-System Assessment Report

Strategic-System Assessment Reports are intended for policymakers, analysts, journalists, researchers and informed readers. They communicate the substantive strategic assessment rather than the internal mechanics of SAPM-III. A report identifies its case and Observation Basis, explains unfamiliar institutions or government programmes where necessary, and then presents the strategic setting, the strategic system, the strategies at work, interaction and causal mechanisms, effects, limits and adaptation, and—where supported—the strategic trajectory.

The report translates internal analytical structures into ordinary strategic language. Readers should therefore encounter the real actors, institutions, programmes, instruments and causal relationships rather than internal labels. The Executive Summary positions the assessment and refers the reader to the dedicated Conclusions section, which presents the integrated findings.

16. What SAPM-III Is—and Is Not

SAPM-III is an evidence-based methodology for analysing strategic interaction as a multi-domain system. It seeks to explain how actors, objectives, programmes, episodes, mechanisms, effects and dependencies combine, and how strategic consequences can travel across domains.

SAPM-III is not a prediction engine, a policy recommendation system or an ideological framework. It does not assume that every observed effect was intended, and it does not treat analytical interpretation as fact merely because it is plausible. Interpretations remain subject to evidence, qualification and analyst review.

SAPM-III is also not a replacement for specialist domain analysis. Its architecture explicitly recognises the value of deeper domain-specific substantiation. Through controlled cooperation with SAPM-II, it can combine a broad view of the strategic system with high-resolution investigation where the evidence requires it.

17. The Intended Contribution

The ambition of SAPM-III is to make complex strategic interaction more intelligible without simplifying away the relationships that make it complex. By preserving observations, system relationships and analytical history, it provides a structured way to ask not only what actors are doing, but how different actions combine, where leverage is created, where effects are blocked or redirected, and how the strategic system changes over time.

Used together, SAPM-II and SAPM-III provide complementary analytical lenses. SAPM-II can examine a strategic domain at high resolution. SAPM-III can examine how domains interact as part of a larger system. Their controlled interoperability allows each methodology to contribute what it does best without collapsing the distinction between them.
